James O. Montgomery, P.E. James O. Montgomery

James O. Montgomery, P.E. is a founding Partner of Wallace, Montgomery & Associates, LLP and serves as the Partner in Charge of the Utility Department. Jim is a registered Professional Engineer in Maryland, Virginia, Louisiana, Pennsylvania, Florida, Delaware and the District of Columbia. Jim is a graduate of the University of Maryland where he earned a BS in Civil Engineering in 1970 and an MS in Structural Engineering in 1974.

He is widely recognized for his work in the field of bridge design where he specialized in the design of new bridges and inspection evaluation and rehabilitation of existing bridges including historic, movable and timber structures.

At WM&A, Jim provides technical management of the staff of Engineers and Technicians involved in Utility Engineering for water and wastewater facilities. Additionally, Jim is Director of Quality Management and is responsible for execution of WM&A’s QA/QC Program. Jim also serves as an advisor to the Partnership for administrative matters.

Jim is a member of the American Society of Civil Engineers, the Maryland Association of Engineers, The American Society of Highway Engineers and the County Engineers Association of Maryland.




Stuart B. Taub, P.E Stuart B. Taub

Stuart B. Taub, P.E. is the Partner in Charge of the Structural and Water Resource Departments of WM&A. He graduated from the University of Maryland with a BS in Civil Engineering in 1979 and earned an MCE from The Johns Hopkins University in 1995. He is a registered Professional Engineer in Maryland, Connecticut and New Jersey with over 30 years of experience.

He is responsible for the technical direction and management of Professional Engineers and Technicians involved in the inspection and design of structures including bridges, buildings, culverts, retaining walls and the design of erosion and sediment control, stormwater management facilities, storm water systems, stream restoration and environmental documentation.

Stu is a member of the Board for the Maryland Association of Engineers, a member of the Board for the County Engineers Association of Maryland and serves on the ASCE Awards Committee.




Frank S. Waesche III, P.E. Frank S. Waesche III

Frank S. Waesche III, P.E. is the Partner in Charge of the Construction Services Department of WM&A. Frank graduated from Clemson University with a BS in Civil Engineering. He has been a registered Professional Engineer in Maryland since 1977 and is also registered in Delaware. Frank has over 30 years experience in the design and construction of highways, bridges and transit facilities. Prior to joining the firm in 1998. He served as the Chief Engineer for the Maryland Transit Administration where he was responsible for the Administration's $200 Million annual program.

At WM&A he provides technical management of the Staff of Engineers and Technicians involved in Construction Management, Quality Control Inspection and Testing and Claims Analysis to the state and local agencies. He also manages WM&A Transit Design Projects. Frank is a recognized Design-Build expert and has lectured Internationally on Design Build methodologies.

Frank is a member of the Board for the Maryland Association of Engineers and serves on the MDOT Liaison Committee for ACEC.




Antonio A. Mawry, P.E. Antonio A. Mawry

Antonio A. Mawry, P.E. is the Partner in Charge of the Highway Department and Traffic Department of WM&A. He holds a BS in Civil Engineering from the University of Maryland and an MBA from Loyola College in Business Administration. He is a registered Professional Engineer in Maryland and Pennsylvania and has over 20 years of experience.

At WM&A, Tony provides technical direction to a staff of Professional Engineers, Designers and Technicians involved in highway planning, highway design and traffic engineering for MDOT agencies and local transportation departments.

Tony is a past President of the Chesapeake Section of the American Society of Highway Engineers and current President of the Maryland Section of the American Society of Civil Engineers. He serves on the Project Development Subcommittee for MdQI and on the Baltimore City Liaison Committee for ACEC.
