Wallace, Montgomery & Associates, LLP is a full service Civil and Structural Engineering organization located in Towson, Maryland. Founded in 1975, our firm has become a recognized leader in planning, design and construction management for highways, bridges, mass transit facilities, water resources, utilities and water & wastewater facilities. Currently, WM&A has a staff of nearly 100 Professional Engineers, Planners, Surveyors, Technicians, Construction Inspectors and Support Personnel.

WM&A believes that the key to our growth and our reputation is the level of professional service we give each and every one of our clients. We understand that we work in a service industry that is measured by the production of quality engineering solutions delivered on time and within budget.

The Partners of our firm are four highly respected engineers in the region. Each Partner has his own field of expertise that serves as a technical resource to both our clients and our employees. We are a working partnership that involves each partner in the production of our work. We are proud that our clients will call us for opinions on how to approach a project or resolve a complex problem in the field regardless if it is a WM&A project or not. We have participated in training programs for our clients’ in-house staff and made presentations to local and national groups on a myriad of issues. We truly value the trust relationships that we have established with our clients that lead to these types of interactions.

Our staff represents some of the finest individuals in the region. Of our design professionals, 40% hold Bachelor’s Degrees in engineering, 10% have earned advanced degrees, 27% are Registered Professional Engineers, and 14% are Engineers-in-Training. We believe this reflects the emphasis our organization places on education and registration. Our educational assistance policy is among the most progressive available and serves to aid our people in moving forward in their profession. The end result of these measures has been the development of a motivated, highly trained team that delivers for our clients.

WM&A’s client list is a Who’s Who in transportation and public works. For the past 25 years we have worked on a continuous basis for the Maryland State Highway Administration. Also, we have regularly served the Maryland Transportation Authority, Maryland Transit Administration and Maryland Port Administration. We continue to serve the Public Works Departments of the Counties and Cities throughout the State of Maryland.

The WM&A Bridge Department has secured contracts to inspect existing bridges and develop needed repair methodologies on a repeating basis since 1985. We continually rank highly in the consultant selection process for Bridge Design. Our Bridge Engineers are recognized as leaders in new bridge design and remedial engineering of existing structures. We also offer a strong background in historically significant and unique structures including barrel arch bridges, wrought iron bridges, bascule bridges truss bridges, timber bridges and swing bridges.

The Rossville Boulevard Bridge over I-95 is a recent success story for the Bridge group. The project was an early part of the I-95 Section 100 Mega Project and required preliminary and final design services for removal of an existing three-span steel beam bridge and replacement with a new 83’ wide, 370’ long two-span steel girder structure supporting 5 travel lanes, bicycle use areas, sidewalks and approach roadway upgrades. Located just north of the I-95/I-695 Interchange, the Rossville Boulevard Bridge is the Authority’s gateway bridge to Baltimore.

A second recent success story in Bridge Design is our 2008 ASCE MD Section Transportation Project Award Winner, the US 29 / Briggs Chaney Road Interchange. The structures on this project included a two-span steel girder bridge on a curved alignment carrying six traffic lanes and two bike lanes, a temporary MOT bridge, six bid-build retaining walls, a design-build retaining wall and noise barrier. The project has met the goal of improving safety and capacity through the project corridor by eliminating a dangerous pedestrian crossing on US 29, reducing travel times and enhancing a bicycle route for commuters on US 29.

In addition, WM&A provided superstructure design to WMATA for a new transit structure over I-495 (Capital Beltway) as part of the Largo extension. Our selection by this transit agency was based upon recommendations received from the Maryland SHA in consideration of our long established reputation for quality bridge design.

The reputation of our Highway Department is excellent as well. Recently, WM&A was selected as the Number 1 ranked firm in Highway Design for the SHA Office of Highway Development. We have worked throughout the State of Maryland improving interstate facilities, arterials, collectors, interchanges, intersections and urban corridors. We successfully integrate our projects into the surrounding community and natural environment.

We are very proud of our work with the I-95/I-495 Capital Beltway and MD 5 Interchange modifications. The interchange modifications includes construction of a semi-direct flyover ramp from the Capital Beltway Inner Loop to MD 5 Southbound, loop ramp modifications to eliminate weaving movements, lowering of MD 5, a new bridge over MD 5 to access the WMATA station, County road widening and improvements to I-95 southbound. The project integrates highway improvements with pedestrian and bicycle improvements associated with accessibility to the WMATA station.

Also, the Southern Connector Boulevard in Lusby, MD is a new east-west connection linking MD 760 with MD 765 and MD 2/4 south of the proposed Lusby Town Center. After successfully completing a stream-lined NEPA planning study and securing community and agency approval for the selected alignment, the new roadway was designed by WM&A in coordination with Calvert County and the Maryland SHA. The project is a 1.25 mile-long, 44-ft. closed section roadway (two 12’ travel lanes with two 10’ shoulders) with sidewalks along the southern side. The alignment crosses through several wetlands and involves a major creek crossing that is spanned by a precast concrete arch structure. The project is by far the largest construction project undertaken by the County.

Since 1980, WM&A has been providing construction management and inspection services to owners on a statewide basis for highway, transit and utility projects. Our CM/CI staff includes experts in claims, constructability reviews, CPM Scheduling and contract administration. We have provided construction inspection services and/or supplemental engineering support services for nearly every SHA District. Additionally, have provided construction management service for the MTA MARC Extension to Frederick and we are currently providing service on the MdTA I-95 Section 100 Expansion.

In addition, we have successfully been providing water resource engineering and environmental support services – as stand alone projects and in conjunction with transportation and utility work. We have been very successful in securing approvals from owners such as the SHA and County DPW agencies and we have been very effective in obtaining permits from environmental agencies such as MDE, DNR and CAC.

In the mid 1990’s, WM&A took an important step to expand our practice through the design of utility projects. Today the group has a staff of professional engineers and technicians offering design and construction management services for water transmission and distribution, wastewater collection and conveyance systems to cities, counties and utility agencies throughout Maryland. We have actively supported WSSC in providing the full range of utility engineering service.

More recently, WM&A has expanded and is providing traffic engineering and transportation planning services. Our traffic engineering department has grown rapidly and we are providing the full range of services in design, studies, operations and ITS. We are currently under contract for SHA OOTS and the MdTA to provide traffic engineering.

In transportation planning, we have provided county-wide studies and corridor studies and are able to support highway, transit, bicycle and pedestrian facilities. Our work has involved the full range of tasks to achieve NEPA compliance and documentation. We delivered a County-Wide Transportation Plan for Talbot County and we are currently working for the SHA on the MD 5 Leonardtown Corridor Project Planning Study.

Our licensed surveyors lead our efforts in right-of-way plats and field surveys, often in support of projects led by other WM&A departments. Separately, we have been continually under contract with the SHA Plats & Surveys Division since the 1980s providing this work.
