Ray Moravec, PE named ASCE 2014 Civil Engineer of the Year.

Ray is an Associate at Wallace Montgomery leading the Transportation Planning and Environmental Department. With over 24 years of experience in all phases and aspects of transportation planning and corridor studies compliance with NEPA/MEPA, Ray has a unique grasp of the MTA, MDTA and SHA programs, and has shown the ability to lead and deliver multi-modal project planning efforts, with a history of success in gaining concurrence from the review and regulatory agencies. Ray received his BS in Civil Engineering from Penn State University in 1990. While at Penn State, he served in several roles with the student chapter of ASCE, including the concrete canoe competition. Ray began his engineering career working for SHA in the Project Planning Division of the Office of Planning and Preliminary Engineering and has worked as a consultant since 1999, which includes Wallace Montgomery for the last 7 years.

Ray is a Maryland Registered Professional Engineer wdevelopment; agency and elected official coordination and facilitation.

A particularly notable achievement in 2013, Ray led the agency coordination and preparation of the FEIS and the ROD for the Baltimore Red Line Project. The ROD on the Baltimore Red Line project was issued by FTA in February 2013. The Baltimore Red Line was one of only 11 projects in the United States selected as part of a Presidential Memorandum to expedite the Federal agency review process in an effort to “fast-track” the project’s NEPA process. Ray continues to serve as the Environmental Manager for the project leading the permitting and NEPA compliance efforts.

Ray is also a noise and vibration engineer and has completed the Traffic Noise Model FHWA training and certification. He currently serves as a friend of the TRB Noise and Vibration Committee ADC40 and has conducted several presentations at the winter and summer TRB meetings.

Ray is a member of the MdQI Steering Committee and is Co-Chair of the Conference Committee. As Co-Chair he is responsible for all meeting logistics, including presentations for this annual transportation conference sponsored by the FHWA, SHA, MTA, MDTA and six other sponsoring agencies. Attendance at the conference has grown to over 800 attendees over the past 20 years. Ray has been involved with this effort since 1994.

In addition to MdQI, Ray is an active member of ASCE, WTS, Washington Area Rail Engineering Society (WARES) and ASHE. As a member of ASCE, Ray is currently involved as part of the judging and organization of the Future City Competition. He previously served as the Director for the Maryland Chapter of the competition for three years and has helped the competition grow from 6 teams to over 20 teams this past year.hose expertise includes highway alignment and transit studies, bicycle and pedestrian facilities, environmental technical analyses and documentation, traffic analyses, noise analyses, land use planning, public involvement plan development; agency and elected official coordination and facilitation.
