Developed a Pedestrian Safety Action Plan (PSAP) along the US 40 corridor from Garland Groh Boulevard to All-Star Court. Used a data and context driven approach to identify improvements to enhance safety for all users, especially pedestrians, bicyclists, and other vulnerable road users. Work included reviewing traffic data, prior State Highway Administration (SHA) Office of Planning and Preliminary Engineering analyses, and validating existing conditions through desktop reviews, field visits, and peak period and nighttime observations. Five years of crash data were analyzed to identify multimodal safety trends and develop vehicular and pedestrian crash heat maps. The study assessed pedestrian and bicycle comfort using established SHA and national methodologies, evaluated multimodal operations at more than 35 intersections, and developed traffic simulation models to test future conditions. Collaboration with SHA, the City of Hagerstown, the Hagerstown/Eastern Panhandle MPO, and Washington County supported a roadway safety audit, identification of corridor needs, and development of conceptual safety improvements with cost estimates, culminating in a draft action plan prioritizing feasible, implementable solutions.
