About Wallace Montgomery

We have been serving clients in the Mid-Atlantic region for 50 years. Comprised of professional engineers, planners, environmental scientists, surveyors, technicians, construction inspectors, and support personnel, our company has a diverse portfolio of projects involving highways, interchanges, water resources, electrical conduits, and more.

Historical Timeline

With a solid foundation in innovation, expertise, and customer service, Wallace Montgomery has evolved from its early days into a leader in the engineering industry.

Established in 1975, the company has consistently expanded its services and geographic reach while upholding a dedication to excellence. Through strategic hiring, targeted growth, and an unwavering focus on client satisfaction, Wallace Montgomery has become a trusted name across a range of services, including highways and roads; bridges and structures; transportation and comprehensive planning; construction management and inspection; plats and surveys; traffic; environmental; water resources; GIS; and asset and pavement management. Today, Wallace Montgomery stands as a testament to the strength of vision, commitment, and the pursuit of growth fostered by both former and current partners and employees. Here, we offer a brief look into our journey.

Resourceful. Hands-On. Collaborative. In 1975, Jim Montgomery (recognized bridge engineering expert), James Duffy, and Joe Nawrocki founded the firm now known as Wallace Montgomery. Originally established as James Duffy & Associates and soon changed to Duffy, Montgomery & Associates (DM&A), the firm initially specialized in bridge engineering, roadway design, water resources, and construction inspection services for Maryland’s counties and municipalities. Their first project, awarded in 1975, was as an engineering consultant to Fox Industries. DM&A also provided construction inspection services for the relocation of Milford Mill Road for the Mass Transit Administration (MTA) and in 1980, the firm landed its first major contract with the State Highway Administration (SHA) Bridge Inspection and Remedial Engineering Division (BIRED). This was followed by DM&A’s first significant highway project for SHA, the reconstruction of MD 182. Among other notable achievements was their design work on the curved girder bridge ramps for the Greater New Orleans Mississippi River Bridge. Additionally, DM&A soon earned a reputation as one of the leading experts in the repair and restoration of historic bridges, with prominent projects including the Casselman River Bridge, the Bollman Truss Bridge, and all five of Maryland’s covered bridges.

A turning point came when James Duffy left the firm at the end of 1984 and John Wallace (a leader in construction inspection and engineering) joined the firm as a Partner in early 1985.  This prompted the firm to rebrand as Wallace, Montgomery & Associates, LLP (WM&A). This growth was further strengthened with the promotion of Dave Abercrombie to Partner and the expansion of WM&A’s highway engineering and water resources capabilities.  Two years later, Ernie Rehmeyer (recognized highway engineering expert) also joined WM&A as a Partner, further bolstering the firm’s expertise.

Wallace Montgomery History 1975-1990

Established. Respected. Trusted Advisor. In 1990, WM&A secured its first major interchange project with the SHA for the US 50/301 Interchange at Old Mill Bottom Road, located just west of the Bay Bridge. Three years later, in 1993, Stuart Taub (respected bridge engineer) became a Partner, further strengthening the firm’s leadership. In 1998, Frank Waesche (former MTA Chief) joined the firm bringing valuable leadership and expertise, and became a Partner in 1999.

By 1995, WM&A achieved another significant milestone by securing its first prime contract with the MTA. This included providing construction engineering, surveying, and structural design services for several key projects, including the Central Light Rail. In 1999, the firm expanded its reach by securing its first contract with the Maryland Transportation Authority (MDTA), providing structural design services. WM&A further broadened its client base by securing its first project with the Federal Highway Administration (FHWA) for the Baltimore-Washington Parkway Reconstruction, as well as on-call service contracts with both the US Army Corps of Engineers (USACE) and the US Marine Corps (USMC) at Quantico. Throughout this period, WM&A continued to build its reputation as a trusted expert, supported by a growing range of transportation infrastructure projects.

Wallace Montgomery History 1990-2000

Progressive. Multi-Disciplinary. Growth. In 2001, Tony Mawry (progressive highway engineer) became a Partner at WM&A, further strengthening the firm’s leadership and expertise in highway engineering. Around this time, WM&A secured a role on its first major project with the Washington Metropolitan Area Transit Authority (WMATA), the Curved Girder Transit Bridge over the Capital Beltway, which marked another step in expanding its presence in the regional transportation sector. In 2003, the firm broadened its service offerings with the launch of a Utility Engineering department, followed by a Traffic Engineering department in 2004. By 2007, WM&A’s growth continued with the addition of two new departments: Transportation Planning and Plats & Surveys.

The firm reached significant milestones in 2008. It secured its first design-build project for Middletown Road in Charles County, Maryland and won its first major prime contract with the Delaware Department of Transportation (DelDOT) to provide guardrail inventory services. Additionally, WM&A was awarded the Hatem Bridge Rehabilitation project with MDTA and designed its first roundabout at MD 2/Friendship Road in Anne Arundel County for SHA. These achievements marked the firm’s growing expertise in innovative intersection and interchange design, reinforcing its reputation for delivering high-quality designs and solutions.

Wallace Montgomery History 2000-2010

Transformative. Diversified. Innovative. In 2011, the firm was awarded its first SHA design-build project for the I-95 Contee Road Interchange. The following year, the firm rebranded as Wallace Montgomery (WM) and played a key role in the I-64/US 15 Zion Crossroads Design-Build project, which featured Virginia’s first Diverging Diamond Interchange.

In 2013, WM expanded its presence by opening its first Delaware office and establishing an Environmental department.  The next year, Matt Allen (professional traffic engineer) became a Partner, and WM launched a GIS department while also opening its first office in Virginia.

In 2015, the firm expanded into Mechanicsburg, PA, and earned a spot on ENR’s list of Top 500 Design Firms. In 2016, Wallace Montgomery secured its first contract in Pennsylvania with the City of Harrisburg and its first contract with the District of Columbia Department of Transportation (DDOT) for the preliminary design of Lincoln Trail.  By 2017, WM was recognized by Inc. Magazine as one of the fastest-growing private companies in America.

In 2019, Dave Borusiewicz (experienced structural engineer) was named a Partner, and WM secured its first Virginia Department of Transportation (VDOT) design-build project for the Albemarle Intersection Bundle.

Wallace Montgomery History 2010-2020

Resilient. Forward-looking. Successful. WM responded to the challenges of COVID-19 by adopting a flexible remote work model, allowing employees the option of in-person, remote, or hybrid work setups. In 2022, the firm expanded its Construction Engineering and Inspection (CEI) services into Virginia, securing its first CEI contract as a prime with VDOT in 2024. By this year, WM was recognized as one of USA Today’s Top Workplaces and continued to rank among the top workplaces in the Baltimore Business Journal and Baltimore Sun lists. The firm was also ranked among Engineering News-Record’s Top 500 Design Firms, reflecting its continued industry leadership and national recognition.

WM operates from seven offices across four states serving state, county, and local agencies throughout the mid-Atlantic region.
